What you describe is an "opt-out" list, which means the buyer has to do
something to be removed from the list. That kind of list can generate the same
ill-will already expressed about mailing lists.
A better choice is an "opt-in" list, which means the buyer has to specifically
ask to be placed on your notification emails. It is a good idea to keep these
emails, in case the buyer latter forgets & reports you for spamming.
The best choice is no mailing list. I personally never use bulk notifications.
I delete & despise SPAM with "extreme prejudice", even from persons I've done
business with. I have only had a handful of persons on their own request to
be "notified" if I find any more similar parts.
Most AFOL's do regular searches on the known websites. So if you want them to
see your new stuff, make sure it hits the same searches as your old stuff. If
they found it once, they can find it again.
