I think the solution you have in place is fine:
1) Have a solid set of user Terms of Service.
2) Be willing to back them up with action when necessary.
If what people are doing seriously violates the ToS, then warn them off of it
and have the cancel the offending post. If they continue, ToSs them.
It's worked so far. Not that you've ever had to go all the way with it in the
past.
