OK. I think you're right... hacking isn't the right approach for the
"final answer". however, as a hacker myself, there's value in hacking. If a few
states go through various permutations on this (Ohio, I hear is about to do a
very restrictive dealiethingie) the right answer will become more apparent, when
the time comes for a complete overhaul
On the other hand there are LOTS of things that are WAY WAY overdue for a
"complete overhaul"... take the tax code for example. I hear many forms got 20%
thicker just this year!
