Something similar can be seen in most recent sets, ie. the MTT and the
ATT.
I suppose the LEGO Company manufactures the sets this way to cut
costs: If you can cut down the part type/colour variations there is in
a set, you can also cut down the costs related to packing and checking
the set prior to shipment. It will also simplify the process of
making the parts needed for the sets, I suppose.
