On the basis that if an incumbent president is voted out of office it generally
means a dissatisfaction with his policies with no means of offering distinction
as to which specific policies were the cause, yes. Clinton was comparatively
soft on terrorism, and got reelected. Bush Jr. was taking the fight directly to
them. If he doesnt get reelected, those non-Americans who are more concerned
with US policy on terrorism than anything else (i.e. terrorists) will probably
see this as an admission that the US doesnt have the stomach to stand up to
them, unless Kerry turns out to be even harder on terrorism than Bush Jr., and
quickly.

One could as easily suggest that the terrorists, recognizing that a
fanatical, crusading zealot is out of the drivers seat, might pause to see
how a new US foreign policy affects them, and what they judge to be fitting
action in response.

I doubt thatll happen until we either elect someone who either actively
supports Palestine over Israel, or is a member of the Islamic faith.
