Yep, that's tubing.  It's a technique I first saw in Casper van Nimwegen's
temple gate MOC (appropriately enough in his depiction of Jesus bearing his own
cross):

As I've mentioned to Bruce, I don't find it to be a perfect solution, but
sometime you just need to show a minifig with an arm out to the side, and this
is about the best current way to show this that I've seen or tried.
