The only reason I can think of is that the terrorists are trying to hide behind a human shield. So not only they don't care about lives of Israeli civilians, but they don't care about palestinian civilians. They send out kids to demonstrate, and hide behind them, shooting at soldiers. And hope that a stray bullet from either side will injure one. Terrible, imo.

I have to admit I have no answer here - though I think the situation isn't the same in south africa and Israel. There (from my very limited understanding) it was a very small minority ruling the country, enslaving the rest. In Israel, the vast majority is trying to live in peace, while the minority is trying to take over the country. If all they wanted was the west bank and gaza, I'd gladly give it to them, and seal the border. But they want Jerusalem, and Haifa, and all of Israel.
