I think he meant there is little or no climate variation within each planet.
All we see of Tatooine is desert; all we see of Hoth is arctic; all we see of
Degobah is jungle/swamp. Ep1 added the all-urban planet. Naboo (is that the
planet name, or just the people?) at least has variations: jungle/swamp,
grassland, sea.
