First set to use dark grey (according to Peeron) is 590 Engine Co. #9 (1977):

From the Brickshelf scan, it does indeed look like they're dark grey.

For brown, I see push-brooms in 1978:

They started showing up in "regular" pieces much later. Sorta. For Brown it's
certainly true, since it first started showing up here and there in the
mid-90's, and then really picked up in the late 90's and 00's. Dark grey was
similar, with a VERY early arrival in 1980 in some train sets (2x6 and 2x8
plates). And with a couple splinters of dark grey bricks/plates in 1996, dark
grey really exploded (moreso than brown even) in 1998:

I was thinking of largely common
elements when I considered when a colour first "appeared".  From my
recollection neither dark grey nor brown appeared in common elements (e.g.,
basic bricks) until, what, the 90's?  But regular grey was around for quite
a long time in common elements (70's at least).

Yeah, grey *brick* was really uncommon until around 1984 when the castle theme
started using it. Beforehand, it was around in plates mostly, but grey bricks
were only speckled in here and there in various sets.

Can you point to the
specific sets/years when the colours first appeared as any element, and
then when they first appeared in common elements, e.g., basic bricks?

Heh, hopefully the above works well enough :) I'm basing that 100% on Peeron,
but it does appear to be accurate, upon looking at pictures of the early sets.

(...) Hey Dave, Peeron is wrong on some of the 60's dates for grey. In 1963 (Christmas 1962 to be accurate) grey plates in 1x1, 1x2, 2x2, 2x3, 2x4 and strange as it may seem 8x11 came into production. These early ones were Cellulose Acetate. They (...)
