It would be pretty easy to implement something like this.  Of course the
question is, "Is a form letter response better than no response at all?"

And the answer is a resounding "YES!".  While it may not be better in the
sense of communicating more information, it is better in the sense of
improving the morale of some of the people who get the response.
And for naive people who actually do expect a response, it does actually
communicate something to them (the fact that they should not expect
a personal response).
