LSC membership, on the other hand, might.

The formal definition is straightforward. It's simply the self selected set
of people who say they're interested.

But how do we ensure uniqueness? emails are easy to come by. We don't want
people stuffing ballots. It was bad enough when it happened in MOTM voting
but when we're talking about the LSC membership, approving charters, voting
on the StC (ldraw.org steering committee) membership and so forth, ballot
stuffing is, in my view, much more serious of a problem.

So how do we address it? Consider this a question to the group. What
mechanisms would the group accept as reasonable and not too intrusive
(privacy wise, member labor wise, administrative wise)? What mechanisms
would be effective? How effective do they have to be? If they're really hard
(but not impossible) to spoof is that good enough? Let's brainstorm. The
final decision may well be up to the volunteers who implement this but let's
give them some food for thought.

In a follow up post I'll give some ideas of my own, but for now, look around
you. Consider how LUGNET does it. Consider how other sites do it. Consider
how other (non virtual) organisations you belong to do it.

I think something Parts Tracker-like would do the job.  You email the system
admin, he puts you in the system.  This puts a human element into voter
registration instaed of some blind webbot.  This also requires you to keep a
current Email address.  Some spoofing is possible but the only way to
completely prevent voter fraud would be to require 'in person' registration
with a copy of a photograph, as you can see this is impossible.

(...) not sure I see where this is any better than requiring a valid email address? where valid means you actually have to get your password when it's mailed to that email.
