I don't think this is the case. If you look at the new Harry Potter sets,
the goblins look shorter than mini-figs. Notice the tallest to shortest line
up of Hargrid(creator fig), Harry(mini-fig), and the goblin(mini mini-fig?).
It appears that there is a new smaller fig now. (And it's actually
articulated :-) Oh, the possibilities...
