The type of sewerage handling systems that I may install are defined by
building code. So I guess, the government. Discharge testing at the site
(Im running with septic) is done prior to accepting the design as legal. Im
actually not sure what happens with the waste thats taken away. But Im
again sure that the government regulates that.
On the other hand, Id rather have a lagoon and actually process my own waste
completely on site.

Sewerage is handled on a house by house basis for miles around me.

Im not surprised. I expect you select a contractor based on a mixture of price,
connivance & personal recommendation. Everything else is based on trust.
In the same way, most people just flush their WC and forget about it.
How can the market protect the environment under these circumstances?
