This time it is the case of a few inches short again.

You should have noticed by now that AFOLs have quite complex purchase
patterns. Some buy large quantities of a limited range of parts, some
buy small amounts of many different lots, some buy heaps of sets to
butcher them, and each pattern has its advantages. And propably anyone
here uses an individual mixture of all thes acquisition methods.

The problem is that the kind of bricks I whould choose depends on how it
will be offered. E.g. if it was a kind of real bulk ordering (like
purchasing those cardbord boxes used to fill up the PAB in Cologne,
which contain e.g. 1000pcs 2x4 of one colour and which I would buy if
they would not ask a ridiculus US$250(!) for those 1000 bricks) my
selection is vastly different from what it sould be if you were talking
about PAB walls or about "5 pieces at a ridiculous price at S@H" pack.

Basically, you'll have to choose your top 20 based one whatever internal
criteria you choose. You're trying to answer the question "What do I want to
have access to in quantity".
You don't offer a reasonable way to decide here. As I said, a few inches
short, again.

And yes, the colours that would really count as universal are missing
from the selection, anyway.
