For now, that's on purpose.

If those pages were too easy to find, it would intimidate people.  No one
wants to get their feet wet at a site when they think they have to register
first to do anything.  Note that there are so many sites out there that make
you actually register just to -read- stuff.  Yuck.  Don't wanna send that
mis-impression to people here.  So that's why they're tucked away.  Anyone
who spends enough time browsing around, and who's gonna end up staying, will
find them one way or another in due time, I think.

Anyway, it's impossible to miss the news-posting setup page if you're
posting from the web interface, and the mail setup isn't designed to be
something that's "pushed" on people.  Rather, it's designed as a last
resort for people who refuse to (or can't) use NNTP or HTTP.  News-by-mail
really stinks compared to NNTP, except for getting loc groups, but they're
a lot easier now to follow now with the new web thing than they were before.
SMTP (mail) is a mess to administer and clean up after because there are so
many ways that messages can bounce and do weird stuff.
