It's long overdue. There are a few hitches. The main problem, in my mind
is "What do we do about parts we aren't ready to deal with yet?" In other
words, what about parts that aren't in LDraw yet, or haven't been sold
through AucZILLA.

That sounds like a good idea to me. An on-going discussion area for
deriving a system for parts-notation.

That's part of the reason I've pushed for the 0 CATEGORY and 0 KEYWORDS
meta-statments to be included in part files. LDAO and LDList both
recognize these meta-statements, and use them for organizing parts. I
don't think mklist does. Hopefully, it can/will be updated to do so.

If 0 CATEGORY can be well-established, we wouldn't be dependant on the
part-names.

That's another possibility. Instead of having a single 'official' name for
each, recognize several variations.
