Based on my experiences: no.
Crayon Shinchan - a popular kids' cartoon a few years back, sort of a
Japanese 'Dennis the Menace' - had plenty of nudity (male and female -
animated, but still) and sex jokes.
Wandering the streets of Osaka, I came upon a vending machine by the side
of the road which, as near as I could tell, sold books of hardcore
pornography.
Based on these experienced - which I could *never* see hapening in the US
- I'd have to say that the Japanese don't share the same sense of
prudishness that we do.
