This is hardly a mistake, and even if it is, there's no way it could be
considered TLC's biggest mistake.

Like Matthew said, they're cute. That's not a flip answer, it's the reason
-- the infant-like dimensions of minifigs appeal to children. True-scale
small people are not very appealling, and actually look funny.
Most dolls/figures are made out-of-scale, even if they appear to be
more-or-less accurate. The most obvious way to check this is to look at
the size (height) of the head vs. overall height. All toy figures will
have heads that are too big, including Technic figures, Barbie, and classic
GI Joe.
