That's what we're doing now--figuring out what the standard should be.
Both the function and the syntax.
But "standard" is an odd term in this case. In my mind the LDraw standard
is defined as "code which is recognized and interpreted by LDraw".[1]
Since ldraw.exe can no longer be enhanced, the standard-standard is pretty
much set in stone.
What we can talk about is a standard for 'extended LDraw'. In this case,
it's an extension which is backwards-compatible with LDraw (because LDraw
can ignore the extra information).
Until this point, there has been no serious discussion of extending the
LDraw 'language'. There was discussion of a new version of LDraw, referred
to as "LDraw II". And LDLite and LDAO both recognize some custom
extensions, via meta-statements (LDLite's are more generally useful that
LDAO's).
