Yup, I agree, and I think the posting page should summarize or refer posters to
a page of netiquette guidelines (don't top-post; delete irrelevant quoted
content; don't post annoying animated GIFs; don't post images too large; etc.).

I raised another type of potential abuse in this post:

but it seems to have gone unanswered. Perhaps because it's blindingly obvious?
Perhaps because I posted in the wrong group? Anyway, consider this a **bump** of
that post.

It's a good question.  Personally, I think it should be obvious to everyone that
altering the meaning of quoted content is bad form.  I think it should
definitely be mentioned in a bullet point in a netiquette list.

Technical question? Can it be turned off again without disruption if for
whatever reason that were desired?

Do you mean can the feature as a whole be disabled?  Yes, it would be trivial.
Or do you mean on a person-by-person basis?  That would be a bit more work.
