Um, not exactly. When a war ends the armed hostility phase with a truce
agreement, it's not over until a negotiated peace is in place. In this case,
the truce agreement specified that SH would disarm and change his ways.

He didn't. Violations of truce agreements tend to lead to resumption of
armed hostility. Not always right away mind you...

Hence GW I can be said *not* to be over.

(note that the same reasoning applies to Korean War I... it ain't over either)

Unfortunately for this (my) line of reasoning, there are a LOT of declared
wars that aren't over... (as well as a bunch of undeclared ones too)
