Shouldn't the latter be mlcad.ldraw.lcad.org? I tend to view any
program which uses the LDraw parts library in any way as a descendant
of the LDraw heritage, and hence as a subset of "LDraw in the wider
sense".
If a LEGO CAD program "Xyzzy" had a brand new parts numbering system
and data file layout, I would put it directly under LCAD:
xyzzy.lcad.org.
But this is very hypothetical! ;-)
