Think of it as an external 'nother brain (this time a collective one) making
recommendations taken very seriously rather than purely acting on behalf of.
Think of it as what happens in a corporation or organization when someone is
hired to fill a particular position.
Some things have to be delegated -- or put formally before multiple brains --
once a system gets to a certain size and complexity.
