Whoops, that probably sounds contradictory. What I mean is that stuff should
IMHO be discussed openly in the .admin.council group -- there shouldn't be
any hush-hush secret stuff going on in the background. If something's being
discussed that's hush-hush, then it should IMHO be kept between private
individuals -- I probably won't even want to know about it.
As far as the difference between being "on" or not being "on" the council,
there's probably not generally a real huge difference -- except if anything
ever needed to be put to a vote (say, for example, if a consensus couldn't
be reached), in which case I suppose that the council would vote exclusively.
Of course, it's perfectly conceivable that the council might also reach the
consensus that some particular issue ought to be put to a popular vote...who
knows? Maybe even someday we'll have a council of representatives from
particular areas.
For now, you could think of the .council group as a "town square" or open
"town meeting" group with a few (maybe a dozen) "core participants" who've
agreed to generally be available to help sort out sticky problems as they
come up.
