Actually, a couple of the NMRA brass-types admitted to me that this is a real
and significant problem they're experiencing.  Sure, benchmarks continue to be
raised but there is a measurable vacuum at the entry level, esp with youth.
You can further bet that this impacts what manufacturers offer.
