That is because they are the Villains of the story.  Villainy never wins in the
end because of many factors, the most important one being "Evil never
Prospers".
This was an unwritten code in Hollywood for a long time, before the '60's and
early '70's that the Good Guys always won.  Then along came a slew of
"anti-hero" movies where you were rooting for what was essentially a villain. I
love the movies, but "Dirty Harry" is pretty typical.
It was a period of turmoil and social change.
Along comes George Lucas, who decides that once again, Good Shall Triumph.  Ghu
knows it was needed.  Things got pretty grim for a while.

But it is not only that, but several other factors contribute to their
downfall.

Complacency-
  "you are all that remain..."
Overconfidence-
  "Surely you overestimate their chances!"
And the fact that the Empire is in a Reaction response.  The Rebellion is
fighting a guerilla war on their terms.  The Empire has no choice but to react
when something happens, but that something will only happen when and where the
Rebels want it to.  (MOSTLY...The enemy gets lucky on occasion, and can even
give the heroes a temporary setback)
The parallel was made long ago with the old Soviet Socialist structure and the
Empire.  A crushing dictatorship does not make great soldiers, it makes great
cannon fodder.  The Empire has quantity, the Rebels have Quality, and
The Script Was With Them!
