Probably neither. It's a group willing to take a risk to satisfy their
own needs, and then make available the surplus to those not willing to
take that risk through a fair allocation method, that is, what the
market will bear.
The amount surplus (and thus the price that will be paid for that
surplus) depends on the amount each person puts up in excess of their
own estimated needs. The more excess, the more surplus, and thus,
probably, the lower the price stuff will go for at auction. However,
whatever auction venue fetches the highest price will be used.
Me, I am going to allocate between 4 and 9 thousand USD towards surplus
above and beyond my own needs.

Why do you feel that way? What business of yours (as a non participant)
is it, really? (Note well that I would welcome your participation)
I don't feel that way. But I can't stop you. So... discuss all you like,
then. But the consortium members will be making decisions about how
things go, based on the truly democratic principle of "one dollar, one
vote".
Me, I won't be responding much, I am too swamped with handling regular
factoring traffic plus the tons of email this is generating.
