Since no one else is speculating, perhaps I can give it a try .......

One of the major stumbling blocks for bulk orders in the past (prior to the USA
discontinuance of bulk sales in 1987)  has always been the LEGO inventory control
system.  All LEGO parts are assigned a part number.  And all LEGO pieces get
counted as part of the spare parts inventory.  In the past, LEGO was removed from
the inventory, it was a labor intensive and time consuming process.   This has been
a major stumbling block for bulk sales in the past.  Perhaps Brad is encountering
this same problem, i.e. that he has to work within the framework of  the current
inventory system.  If that is true, it is not good news for us.

I can hear it now.... "yes, we would like to sell you those blue train windows, but
we can't since it would deplete most of our current inventory, and it doesn't look
like they will be included in the production schedule (to make more) for the rest
of the year".

Let's hope this scenario is not true!
