No -- those stay in some pre-chosen language, for example English.

Right -- (unless you do silent URL redirection, but then you would lose
the advantage that the automatic language negotiation provides).

It certainly is nice in theory, but there are very few languages besides
English don't use characters outside of the ASCII character set. For
example, you can't write...

Instead, you have to write either
http://www.ldraw.org/deutsch/muessen.html
or
http://www.ldraw.org/deutsch/m%FC%DFen.html
Many European languages have the property that their extended vowels can be
spelled out using a pair of more primitive vowels. So, for example, ö
becomes oe and ü becomes ue. However, this is not a 1-to-1 and invertible
mapping, as ø also becomes oe. Other characters, such as è, é, ç, and ñ may
not even be convertible in a standard way without losing information. You
can always work around this by using the hexadecimal form of the ISO-8859
character, but then you're back to something even less readable than another
language would be. For this reason, many Japanese web sites use English
words in their URLs. Some also using binary 8-bit characters in the URLs,
but this goes against the current widespread HTTP standard.
