Are you using an HTTP proxy server?  What is Squid Cache?

It's a Linux proxy/cache, and usually it's applied by an ISP for all
the usual reasons. Typically a user cannot disable it, but depending
on ISP may be able to have lugnet.com removed from the cache or
added to the "don't cache" list.

I suspect the problem is not with Squid, as I get along just fine with
it. This is posted through it, for instance. Although it is configurable
to the nth degree, and some genius could conceivably have toasted your
code with it.
