If you just want to use them as motors, then B is the appropriate solution. You are correct in the motor PWM routines are just used to control the amount of energy going to the motors. Here is a small house built after viewing David Eaton's Teeny Shack (URL) I tried to build this to display the idea I had for a thatched roof using the stickered piece from 6033 Treasure Transport. Too much trouble to thread monofilament thru the chain... if I'm gonna use a non-lego element (the filament)... I'll use it as simply as possible (w/o the chain).
