Well, James corrected me and he's right(1). The Throttle is a restrictor (if you look up throttle, one meaning is to cut off airflow) in the steamline. This was the brick grabber, it scans for black bricks and throws them off the table. It has one set of wheels at right angles to the other and it would raise or lower one set. On your web page you ask why they made the commutator so small. I think the most obvious-by-far reason is to reduce the amount of wear on the contacts due to friction.
