I think the wharf could be done pretty well with the ramp and elevated train
platform pieces. It would definitely be lower than your sub, though. In
any case, spacewise I don't think we can consider it, from what I've seen of
the layout.
The policeboat and some of the other ideas are awesome and can be done in
very little space, though. I can't suggest putting a little raft near it
with a couple of terrorists though--that would be a little too sick. (I
can't suggest doing it, but I *CAN* bring it up...)
