See L. Sprague de Camp's "The Goblin Tower" (and the entire Novarian series):
the king rules for some set period. After that time period, good king or bad,
his head is chopped off, which becomes a grisly prize when it is tossed to the
waiting audience and the new king is selected by whomever catches the head.
Someone always wanted to catch the head even though they knew the outcome x
years down the line. So, that is why I said "not in office" - because the
source idea was when the office was "terminated".
Feel free to introduce a proposition that includes those currently in office -
I'll vote for it! :-)
