One primary recourse is for the government simply to declare off-shore
tax-shelters illegal for corporations that do not maintain their primary
base-of-operations there (Corporate Shills in the Legislature have squawked that
this is an impediment to free trade). That would significantly affect
corporations that rent a post office box in Bermuda and call it their HQ. The
next step is to impose import tariffs on any US corporation that establishes
such offshore tax shelters; the tariff should apply to all goods and services
rendered by the corporation, even those rendered entirely on US soil. At the
very least, the corporation should be subject to the levels of taxation
established by treaty with the nation in which the corporation alleges
residence.
Another good option would be for the government to deny the offending
corporation all all concessions, incentives, and contracts for which the
corporation is only eligible because it is a US-based corporation.
The crappy thing about this, obviously, is that such corporations enjoy all
the perks of US "domestic" status while meeting none of the responsibilities of
US "domestic" status.
