Nope, I believe that you have hit it right on the head!
As you so eloquently put it, their current line of parts packs suck! Not
only can't people get what they want, but what they can get, they can get
elswhere alot cheaper.
There has been quite a bit of talk recently (myself doing alot of it) about
ways to get lego to sell to us in bulk, but I'd just be happy if they got
their heads out of their butts and produced some good parts packs. Judging
from the recent auctions of stuff from the 60's, it looks like at one time
the parts packs were a considerable part of their product line. Perhaps
they should go back to this!

PS: When I was stationed in Germany, I did notice that there was a
predominance of clay tiles roofs, which were ORANGE, so I guess that red is
pretty close and might explain the use of it for roofs. (I never made it to
Denmark, so I don't know about the roofs there, it's just a guess!)
