Of my usual monthly Lego expenses, I'd say about 10-20%
goes towards my "army" (and/or Pirate crews).

Start trolling Toys-R-Us, _immediately_,
and pick up the Fright Force mini-fig packs
that all the local TRUs here in Atlanta
have had on clearance for several months.
(These may also be on clearance at K-Marts,
Targets, and others.)
I don't care for the Witch; after about seven
or eight of 'em, it's kinda redundant.
I also don't especially care for the Bat Lord,
but with a different (more conventional) helmet,
it's more acceptable.
Also, pick up a Shop-at-Home catalog
and but some Castle Accessory packs.
This will give you the variety of weapons
(and helmets) you'll need to muster
a "respectable" army.

Depends on the person(s) assembling the army.
A nation-state's army would be a lot larger
than a mercenary captain's band of men.
