The chest plate armor element came from an Armada soldier in the Pirates theme. You can see him in this set, far right: (URL) are just dk gray body parts and a hook hand (also from Pirates). Dave Baum book has a arm that may fit better to your needs. Basically it use 3 motors. One motor controls the torso. The second moves arms up and down. The third open closes the arm.
