I can answer this one... It's vacation week for Massachusetts (and
coincidentally many other places). It's vacation week in MA because this
is the week which contains Patriot's Day (April 19, nor the closest
Monday to April 19). For other areas (like North Carolina), it's because
Easter weekend is one of the bounding weekends of spring break. MA also
has a February vacation week (the week that contains President's day
[originally Washington's birthday when I was younger]).
