No, it's a special piece.  Came in some Pirate sets with Spanish-Influenced
figs.  Don't know which they are off the top of my head, though.

The Armada Flagship, one of the Pirate Mini-Figures sets, and I *think*
Pirate's Perilous Pitfall.  Not sure if there were any others offhand (It
may also have been in one of the Time Losers sets, they have a lot of
random parts.)

Unlike the older removable armor, the breastplate is just that - a
breastplate.  (There's no back to it.)
