And with good reason, since the Empire was essentially a fascist governmnent
with a leader who (as we later learned) was accidentally elected to the
leader-for-life position, much like Hitler was (though the circumstances were
considerably different).  While there are many individuals who favor the
Imperial forces over the Rebels these days, they are still pretty clearly meant
to represent Evil, and creating strong visual ties to such an oppresive regime
serves to reinforce that idea.

Which then carry through to standard Lego sets...

Ah, but the toys were an accidental side-effect of the movies, as evidenced by
the famed Early Bird kits.  If he'd really intended to license SW toys from the
very start, they should have been able to get some actual toys produced in time
for Christmas of '77, instead of glorified promisary notes.
