To add a little clarity to what you said above (should be Design Lab rather
than Design Group)

My read is that it may have been an ongoing process (regardless of the group
doing it).

Depends how you define it. TLG is a complex entity. It seems to change its
products by evolution rather than revolution. Something like colour palette
would affect multiple groups, and ideas for changing it may come from multiple
groups.
