No, it isn't a good use of 'needs work'. You are talking about skipping
half of the surface area.

No, it's not appropriate to use 'needs work' for this part.

Very good example of why not to author part-files without having the
part -- I don't have this part, I never even knew it existed. I worked
from the part file, replacing the rasterized pattern with
primitive-based patterns. Apparently, the detail in the raster wasn't
sufficient for the purpose.
