I disagree.

Rather than each curator adding a link, the charter link should be part of
the page. At the bottom of the page, there are already a link to 'Terms of
Use'. 'Newsgoup Charter' would be a natural next to that.

If it is left up to the curator, the links are unlikely to be consistent
looking and consistently placed. Besides, not all groups have curators, so
it doesn't solve the problem across the board.

Agreed. but as as stopgap, seems better than nothing.

It's still not clear to me if the text that appears at the top is the group
specific text from the original charter, from the latest charter revision,
or something else. If that text is indeed always the latest charter than a
link to the charter post (whether it be automatically put in as Cary
suggests or manually added as I did) is redundant.

Can someone who knows for sure (that is, has access to the source) answer
definitively? James's response to Cary's post gives a good thread but it's
not definitively answered there either, except by implication.
