I seriously doubt that anyone in authority knew 9/11 "specifically" was
about to happen.
I think it is pretty clear that something like 911 could have been
predicted{1}, and that perhaps air security should have been tightened a
touch (and/or the public informed of the threat). That said, these things
are often easy to predict after the event.

{1} There was a threat of an imminent hijack & and an OBL air attack threat
was public knowledge during the G8 summit in Italy a couple of months
before. Those are two rather large dots.
