My experience has been that almost always a Canadian seller is able to
cash a USPS Domestic Money Order. My assumption is that the banks deal
with them enough that they just bundle them up and send them to an
affiliated branch in the US (or a little less likely, just send someone
over the border to a US Post Office to turn them in). I have neded up
buying my 48 cent stamps at times when I'm not buying money orders
(since a few people at the Post Office ask "oh, are you sending this out
of the country?"). I always ask a Canadian buyer before sending a
domestic money order.
