Thanks, Tom, for reminding me why this was such a problem.
What you didn't add was that you can't lock in the exchange
rate when you pay the local Post Office. Instead, they cut
the money order in St Louis at the exchange rate prevailing
whenever your order finally arrives there. Now, if the currency
that you're converting TO falls in relation to the dollar in the
meantime, no problem -- the recipient just gets more money, and
you were, after all, prepared to pay that much in U.S. dollars.
BUT, if the other currency rises against the dollar during those
weeks, then your recipient gets LESS than you promised to pay,
and (surprise!) might not be inclined to ship your goods.
