My expectation is that theyre considered, but not as meaningful as admin
warnings. If Howard was warned 50 times by other members, and once by an admin,
but Harold was only ever warned once by an admin for the same violations; it
seems that Howard would be more prone to having his privileges revoked than
Harold.
But official policy is difficult to gauge in matters like this, since ToU
violations come in different flavors and strengths. Also, administrators dont
necessarily see or remember everything. Theyre human just like everyone else.
So if Howard was warned 50 times by other users (and never by admins), the
administrators may or may not be aware of that. But regardless, I think when
its known, it has some degree of bearing, as the situation warrants.
