I have a couple of thoughts on the time classification
1) apply a full range of tags - first appearance, last appearance (in a
catalogue, end of promo, etc), last available (retail), last available (S@H),
last seen (auction/sale). This I think has the most flexibility, but has the
drawback of being an input-hog - the sheer amount of data required (much of it
hard to find) is insane.
2) (this is fuzzy, as I'm thinking as I type) Have only a first appearance/last
appearance (indicating the actual 'release period' as indicated by appearances
in catalogues) attached to each set, and following that an "availability?"
characteristic ranging from 'very common' - which is often the state shortly
after a set isn't produced to 'extremely rare' which is often the case 5 or
more years down the road.
I think that with the number of enthusiasts we've got access to, it should be
relatively easy to create a sliding scale to govern the 'availability' based on
past experience - and it should get more accurate over time. Some sets will
obviously be anomalies (Guarded Inn comes to mind), but it should be workable.
