This thought reminds me of what the CIA did for most of the Cold War --
training rebels and funding insurrections. But even that philosophy has
more honor than our current foreign policy.

If only. I don't think anyone would argue that this is one area where these
tools of destruction really perform well.

1. Note that the key concept here is to preserve peace. Ike, JFK, LBJ,
Reagan and crew somehow managed to pervert that into destroying Communism,
and fifty years of arms escalation was the result.
